Yes and no. No, because you don’t need to check some boxes in order to be eligible to call yourself a musician. And yes, because you already h a v e  knowledge, otherwise you wouldn’t be on this site. You already have a basis that you want to expand. We will figure out what it is and build on it.

Making music is exactly like going to the gym. The more you focus on the results, the longer it takes. The more you focus on the process, the quicker you realize you have improved. If you know how to turn on a computer, you will learn to produce music. If you have vocal cords, you will learn to sing. If you have hands you will be able to learn the instrument by your choice. If you don’t have hands, you can still play an instrument. Anything is possible. Jump off the high dive, stare down the barrel of the gun, pee into the wind!
